Laboratory animals serve as a critical cornerstone for life sciences research and the development of the biopharmaceutical industry, constituting an indispensable strategic supporting resource. With the rapid advancement of the laboratory animal sector, the scale of production and use of laboratory animals in Guangdong Province has continued to grow. Traditional regulatory models are increasingly inadequate in addressing the complex and evolving challenges of the new era, making innovation an urgent necessity. How to skillfully integrate digital technology to establish a comprehensive and efficient regulatory system has become a new pathway explored by Guangdong Province in the field of laboratory animal supervision. This paper constructs an analytical model covering four dimensions—digital platform, digital institution, organizational talent, and digital culture—based on responsive regulatory theory, digital governance theory, and holistic governance theory. Guided by this theoretical model, it examines the developmental trajectory and practical initiatives of the digital regulatory system for laboratory animals in Guangdong Province. Furthermore, it delves into the constraints faced by the digital regulatory system for laboratory animals in Guangdong and proposes countermeasures, such as building an integrated digital regulatory platform, optimizing organizational and talent structures, advancing the formulation of digital systems, and fostering digital culture innovation. The paper reveals that constructing a comprehensive and efficient digital regulatory system is crucial for enhancing the standardization and scientific rigor of laboratory animal supervision, highlighting the potential of digital technology in the governance of laboratory animals.
