More and more attention from all aspects of society has been paid to laboratory animal welfare． Europe and the United States and other developed countries have already set up a perfect laboratory animal welfare leagal system，but we do not still have special laboratory animal welfare legislation． Comparing with the developed countries，there is a big gap，thus the economic and trade technical barriers about laboratory animal welare and the needs of the development of the 12th five-years make laboratory animal welfare becoming the urgent problem in China．
