Many species and a large number of experimental animals have been widely used with a long history in the control tests and development of veterinary biologicals． The existing problems related to the animals used in the control tests or research of veterinary biologicals are discussed in the article and some suggestions on the establishment of large experimental animal bases to guarantee supply，improvement of the quality standards to guarantee quality，renewal of thought and improvement of laws and regulations to decrease the number of experimental animals used and reinforced management to ensure biosafety and biosecurity have been presented．
